- Add isNativeBuildPath() detector to distinguish Dart-only from native changes
- Add native_build_changed output to detect job
- Conditional release job: skip for Dart-only PRs, run for native/dependency changes
- Preserves all other jobs (analyze, test, debug APK) running always
This prevents redundant release artifact builds for Dart-only changes,
reducing storage quota consumption and CI time.
* ci: skip Android builds for unrelated changes
* test(ci): adjust live git verification test for branch head
* test(ci): make detector git test deterministic
