Triage Labels

Use these standard GitHub labels:

needs-triage: Report has not yet been investigated or classified.
needs-info: Work is blocked on missing reporter information or reproducible evidence.
ready-for-agent: Scope and acceptance conditions are clear enough for autonomous implementation.
ready-for-human: A human decision, credential, physical action, or external approval is required.
wontfix: Maintainers deliberately will not implement the request; record the reason before closing.

Move an issue between states as evidence changes. Do not use wontfix for temporary blockers.
